The option to reset network settings are usually Settings > General Settings. If you let me know what phone you have, I can give step-by-step instructions.
Also, you can check if international roaming is enabled on your service via our 24x7 app http://tel.st/app or My Account http://tel.st/cpyn. In addition, depending on what phone plan you have, some of our plans include calls to international phone number from Australia not outside so I recommend checking the details of your plan as well for further clarification.
