If you are on a Plan, then you get charged the minimum plan amount each month, whether you use it or not. You are getting charged for the availability of service, not the actual usage.

If you are no longer on contract and you only keep the phone for emergencies, I would suggest changing to PrePaid and going on one of the Long Life PrePaid Plans. That would cost you a lot less in the long run if that is the situation you are in.
Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.

I would recommend calling the mobile billing team on 13 22 00
