I'm sorry to hear about a drop problem whenever it rains.
This has been a common issue with Copper Services since they were introduced, since Copper Connected Services use an electrical charge in order to operate correctly.
Incorrectly insulated lines, or circumstances where the insulation may have degraded can certainly cause issues when water is added to the mix.
You can report issues such as this to our NBN Assurance Team on 1800 834 273 who can check the service out for you and raise any issues to NBN Co for resolution.
