Website Scheduled Payments

I have been trying to find out why the websites Scheduled payment no longer works. For years I have been using this service and for some months now it keeps giving me a message that "Due to Technical Restrictions my payment cannot be processed". Calling billing does no seem to get the same answer twice. This was great for me to use. I could schedule the payment to come out of my card on a set day and not have to do it manually.
