BOT attack on ftp Telnet and now SMTP on my Web server at my leased static IP address

Folks, my Web-Server is under attack agin, this time attempting to crack my SMTP Server.

Twenty thousand bogus Login attempts in less than two days is no joke.

If everyone else is being similarly bombarded, you may as well just pull the plug and forget about the Internet.

What is being done to rid the Internet of these rogue hackers and shutdown their robotic minions?

As she has mentioned, Telstra Business can raise a ticket to investigate this for you. I'd recommend going down that path.
