When using smtp.telstrabusiness.com we are getting a 554 Connection refused IB110. Has the smtp server been blacklisted?

That code indicates that we have blocked the email due to suspected spam.
Can you remove the emails from the outbox and try to send an email with several words in the subject and body of the email, but without any images or links to see if that produces the same result.
Is there any further information in the error message?
