That doesn't sound like the wording of a legitimate Telstra Bill Arrival email.
The subject is usually "Your new Telstra bill for account 20000XXXXXXXX is attached"
And the text is:
Can you provide a copy (blank out the personal details) of what you have received? As @Jupiter has mentioned that email does not sound like a bill arrival notification.
