Mobile Protect internet time restrictions

Spent quite some time on 24/7 today with an operator who insisted mobile protect internet time restriction only apply once data is over cap. My understanding, and experience, sujests otherwise. Are they correct?

 

This support request came about because even tho I have fully restricted access (Mon-Sun, 12AM-Midnight) I am still seeing Daly data usage.
