Is there an option on my telstra account where I can temporarily turn off my child's data until the end of the billing cycle as they have exceeded it and I don't want to pay extra.

No. You'll have to grab their phone and go in to setting to either turn off mobile data, or the better way is to set the limit on the phone so that it can only use a certain amount.
Settings->Data Usage->Set mobile data limit.
Just remember to set the start date of you billing cycle to the right date.
