There is no VOLTE setting on the phone. VOLTE should automatically be enabled if your SIM and account supports VOLTE. The setting used to be under settings > connections > mobile networks.
On my friends phone under mobile networks there is a toggle to turn on VoLTE but mine does not have it. I think it is sim related but the nearest telstra shop is 300 km away.
Is the firmware in both phones the same? You could temporarily swap Sims to see if it is the phone or the sim causing the problem. If its the Sim you can order a replacement SIM by calling 13220 and say replacement SIM when asked for reason of call. When issued with new SIM the old SIM will be disabled.
Thanks for your help but I'll be going somewhere there is a Telstra shop next week so I'll wait until then, I'm not in a small cell area at the moment so it works here on 3G.

I went to the telstra shop in port Augusta and they had no idea.
I have lte here and it works fine but still no volte. The model is SMG950U1
