If I ping www.battlenet.com.cn in CMD, it shows "Request timed out".
And I go to the gateway, in Diagnostics Connection, it shows that First DNS Server Ping

I try to use "netsh winsock reset", but the problem also not solve.
All of my roommates' computer can not visit the website, so I think it not my computer's problem. Must be the internet or the vendor problem?
OH, one thing is if I use a VPN, I can visit this website, but this is not a good solution!!

When you changed DNS did you disable IPv6 in the modem (Advanced > Local Network) and then disconnected and then reconnected PC?
IPv6, due to my service is BigPond, so it not support IPv6, I always close it in the local network.
not just telstra its down for for battle.com.cn
battlenet.com.cn seems fine and is also propagating correctly on all Telstra's residential fixed line DNS's with IP 126.96.36.199

I have restart Telstra smart modem more than twice, and "ipconfig /flushdns" in CMD, the problem also not solve.
Another point to say is that this problem occurred about 6 days ago. Before that, everything was fine. I can visit these URLs. But suddenly the network broke off that day, after which the above URL would not work.
Another question, I set the PPPoE username and password, but why the type in Connection Settings is IPoE?
What happens if you connect to a VPN? I'm wondering if Battlenet is engaged in some geoblocking - detecting you're not in the region you're trying to connect to and preventing access as a result.

I can connect using VPN, but I don't think the problem is causing by battlenet. Because if one website ban me, it may be a problem with this website, but more than 20 websites can't access at the same time. It is very strange because only chinese website can not visit. I can visit battlenet in Asia, Europe, US version.
There is another problem, I used internet for nearly 1 month, but bigpong did not count, showing 0KB in this month. I post the image above.
Hi, I have similar problem since 12/06/2019, I'm in Brisbane and use Telstra cable. I can't open Bank of China website boc.cn and other China websites. I can open these websites if I use 4G backup connection, so I don't think it's problem of my computer. I talked to Telstra online support, it seems they are not trained to solve technical issue. I was suggested to contact Telstra platinum team (not free). My data usage for this month showing 0MB as well. The online support said "there is an issue with usage board please do not worry, it will get fixed as soon as possible."
I'm using 4G backup connection now. Hope they can fix this issue soon.
I heard that you should let the technicians help you modify your WAN IP address. Maybe can solve the problem.
The guy I talked with refuse to give me a new ip address. Or maybe he doesn't have the permition to do that. I finally fix this issue by changing the modem. I used the modem sent to me in NBN connection kit last week. So I got a new ip and problem fixed.
