I have reached out to the team that look after the routing and their tests indicate that the ping time Singapore is currently about 49 seconds from Perth, as you can see from the below traceroute.
Can you test again and post your traceroute if you continue to see a high ping?

Those routings are from Singapore to Australia, so the routing in that case is controlled by your Web Hosting service's provider (and it is going via the USA - cogentco network).
None of that routing is controlled by Telstra Wholesale until it reaches the telstraglobal.net network.
