Poor voice quality since change to NBN

We have recently been forced on to the NBN. We chose Telstra (on HFC) due to the package offering which included Foxtel.

Initially it seemed fine and the speeds were more or less as specified (25 down / 5 up). 

After a few days though we find that the down speed drops to as low as 180k (yes  180 kilobits/s) and the voice quality becomes unusable during the periods when the speed is low.

We never had this trouble with our Optus broadband (on HFC). The speed never got below 10Mbps and the voice never had any problems.

How do we go about getting this fixed?

When the speed drops is it at certain times of the day or was it randomly happening? Was the speed drop occurring just over wifi or while directly connected? Does restarting the modem and the NBN NTD change things when the connection goes slow?
