Telstra blocking certain website?

So I have Telstra cable and I can't access this particular website (www.kenh14.vn) on any device.

Chrome gives me this after trying to load the website for 2 minutes

This site can’t be reached
The connection was reset.
Try:

Checking the connection
Checking the proxy and the firewall
Running Windows Network Diagnostics
ERR_CONNECTION_RESET

Changing DNS doesn't help while using VPN does.

When I tried it now, all I got was a list of google searches, all in Vietnamese.

It's now working. Probably a tech glitch. I only realised I was affected by a cable issue when I checked www.outages.telstra.com. My problem was web pages timing out, like this. If ISP's or VPN's block a web page you usually get a message about it being a security risk etc..

Maybe it's a modem setting issue? Should I try to reset it?

If you can't access just the one site, I would suggest restarting your computer and your modem. I am able to access that website so the issue may be something on your computer/device.

I can access that site with cellular so the issue definitely comes from elsewhere

I am seeing the same problem in my home network, I'm with Belongs provider. I can't access kenh14.vn at all, while all the other sites work fine. It isn't device issue because all my devices (laptop, phones, tablets) can't load the site via home network, but my phones can access it via mobile network just fine.
The problem started a few weeks ago and still continues. Resetting the router (I'm on NBN and I don't need a modem) or changing DNS doesn't solve the issue. Got similar traceroute output.

Actually many .vn websites just time out via my home network (genk.vn, dantri.com.vn...). At some points they work for a brief moments and then become inaccessible again. I didn't mention those in the previous post because they worked then (except kenh14.vn, never got it working since the problem started a few weeks ago) and I thought they were fixed.
Not sure if this info is related, but in my router status page, I can see the WAN connection only has IPv4, but not IPv6. The IPv6 status keeps displaying "Connecting" forever.

I can't access those websites as well. As for ipv6, I think telstra does not provide ipv6 for domestic customers yet.

What state are you in?

That site does not resolve on QLD's primary DNS, but it works on the secondary

I'm in Victoria. It's probably not a DNS issue because I can nslookup the site with Telstra DNS

I have the same issue. And the technical support is useless. They say it's out of their scope and they don't know why. Unbelievably irresponsibly!

Certainly this is the case! Turn out it is not only me having this trouble. Someone from Telstra needs to take a serious look at this. Every single thing that the tech support suggests doesn't work. It is from the ISP!!!

It is certainly from the ISP. I'm changing ISP now. I don't think Telstra has a mechanism in place to follow up and fix this issue. It is much less effort to change ISP than to chase up Telstra.

Telstra has been providing IPV6 for domestic customers for long time now...

@minhhr, it does not appear in the modem, but it really works. Was actually testing it at home yesterday... But hold no - it might be only on NBN...

As @ForensicsGuru has said, Telstra has been providing IPv6 for a while. It isn't across all services yet but is predominantly used on NBN connections

Which would time out, so I cancelled it.

4) If I tether my system to my iPhone that is also using Telstra, I will get there...

 

What does that mean? That the actual site is not blocked, nor is the permanent redirect, but then something happens... Not sure what it is and do not have enough time to run full analysis and my machine with KALI forensic system is at work so cannot run it from home right now anyway.

 

So, I would suggest there is something wrong with Telstra routing, but only on NBN (in my case) not on cellular... That would worry me - so perhaps someone from Platinum support can have a look at that?

First, my service is Belong and they are liars. I tried to get help from the technical support three weeks ago, they told me to wait someone would contact me back. Noone did. I called back, another liar told me that he promised to call me back and someone is updating the firmware and it should work soon. Nothing happened. 

 

Secondly, this company as a whole is completely unethical. The tech support told me that this issue is out of scope of the company, which provides the Internet to me. I pay money. I don't use it for free yet no one cares to fix this for me. 

 

Thirdly, I find it is funny that someone here tries to prove that the problem is real. Of course it is real. 

 

I am completely disappointed with all of people behind this service.

While Belong buys from Telstra, Belong is NOT Telstra... At least that's my understanding...
I do not have an answer to the question why that particular site works on Telstra cellular and not on NBN (and possibly ADSL) since I do not have access to everything (I am jus Telstra user and I volunteer here to hopefully help)... But it could be that the site is not allowed to respond to particular IP range...
Yes, it is easy to blame Telstra or Belong or whoever else, but in the IT world, nothing is as black and white as you think...

I think I don't need a lecture from you about IT. I am an IT guy. The guy who created this thread seems to be as well. We know the issue is from the ISP.

 

We post it here in hope that other victims would get their voice heard and someone from the company would see and take some action. 

 

If you don't have any solution, just don't post anything here.

I have the feeling that the route through static.vnpt.vn and dynamic.vnpt.vn is the problem. Many .vn sites don't respond, and their traceroute ends with those VNPT nodes above (for a few that I check).
On the other side, tinhte.vn works just fine, and its traceroute goes through Viettel (another ISP in Vietnam).

I'm with Belong as well, but as minhhr is also affected, I think Telstra is in the best position to investigate/fix. The problem is real as many people are experiencing it.
About Belong, when I saw the only option for contacting support is phone call, I knew they wouldn't be able to fix any more-than-trivial problems. Phone calls are all about talk and forget, and disruptive, it is simply impossible to track significant tasks with only phone communication. If they were serious about fixing problems, they would have some writing communication channels (emails at the very least, or better an issue tracker).

Without trying to be "hostile" or offend anyone, it amazes me over and over how little these "armchair IT specialist" know about the Internet... Routing is not as simple as choosing shortest and fastest road between place A and B... There are many factors... They may (or may not) be financial, commercial etc... Not every ISP can route through every possible route, it is not possible to change routing tables as fast as people think, many problems can be intermittent and very hard to troubleshoot etc...
Anyway, while I could feel offended by some responses here, I am trying my best and I think I have now someone right at the top looking into this... But do not expect miracles!!! They do not happen anymore!!! Well, perhaps you know where... But do you believe in that?

Telstra can't fix issues like broken cables to the SEA cable alone and quickly.

When you posted this issue earlier, the matter was resolved - and today when I just checked it was working on my PC also. I use a VPN and OpenDNS security by Cisco - Family Shield to block porn etc, but it had no objections to loading that web page. I know of no reason that Telstra would block it. I am a Telstra customer, not a Belong one though.

Realistically there has to be a limit to the support they provide, and Belong is also a more economical subsidiary of Telstra. Belong is a division of Telstra Corporation Limited ABN 33 051 775 556. If you want more service you usually have to pay more. That is how the world works. Not saying that Telstra is always wonderful service wise, but many seem to try to help. I know this from personal experience. Bear in mind that in the 90's and earlier we were paying the same amount for dialup, ADSL as we are today. But now they throw in a modem as well! Also you get ethernet or wifi to connect to the internet.

I am not a Telstra employee just try to help here. Most of the people who do this are volunteers, with some volunteering from Telstra staff. I realise you are upset, but your criticisms of Telstra and the volunteer here like ForensicsGuru in this instance are unjustified IMHO.

In case it helps, I live in Qld, am not on the NBN, though it is imminent and have ADSL connection via a TG797nv3 . My router is setup with OpenDNS settings. However, yesterday I noticed that there was an addition to my /etc/resolv.conf file [linux].

search ql.bigpond.net.au

Another thing you might like to consider is your home network security. I've had the TG797nv3 hacked a couple of times, and now also use a VPN capable router. Someone leeching off your wifi network could cause your network to slow down, suffer DOS attacks and cause delays in loading some webpages or have them not load at all due to timing out.
