Velocity Upgrades - Northern Gold Coast

Hi, Last week I signed a contract on a house after checking with Telstra that the place is serviced by Velocity and that the speed boost (100/5) was available.  When I called back to arrange connection I was told the speed boost was no longer being offered - it was literally dropped over the weekend that I signed the house contract.  I've asked Telstra for special consideration, but they say all I can do is wait for the exchange to be upgraded sometime in the next 2 years.  They won't tell me which exchange services the place, or when it will be upgraded.  Is anyone here able to help me with advice, either to get them to connect me with speed boost, or find out when the exchange will be upgraded?  I need the faster connection for work.
