Given your on cable and your lack of detail it's very hard to tell.

 

Most likely you're running torrents which are congesting your upsteam channel. 

 

Turn off uTorrent and try again?

 

If still slow, please provide some details on what you've done, where your browsing? what equipment etc etc?
