I am trying to find the time I made 000 call, this is important as it informs my family of what time my wife passed away. There is no reference to this call on my mobile bill.

I'm sorry to read of your loss. You could ring 000 as they log all calls by phone numbers or the ambulance service itself.
If Telstra customer service can't tell you.... you could also speak to the Telstra Bereavement Department who may use their internal resources to find out.
