Exclusive telstra line restricting 3rd party adsl connection

I’ve just moved into a new house - it’s quite old but has an existing phone line installed. I tried to bring my current nbn provider with me but they said nbn wasn’t available and I couldn’t have adsl as the line was ‘telstra exclusive’.

I’m not sure what this means? There’s no dial-tone but surely I could have a telstra phone line connection and then run adsl from any provider over it?

You can only use the telephone line for ADSL if your provider has its own or leased from Telstra ADSL ports in the exchange.
