Difference between Telstra Explorer Broadband Plans and Home Mobile Broadband Plans

And can I upgrade from 1 to another even though I have 7 mths left on the former

You may be able to upgrade however if you have a device I would expect you would need to pay out the remaining cost of the device on your explorer plan for sure and maybe a recontracting fee ($50) but it is something you would need to follow up directly with the Telstra sales team either by Phone, LiveChat or In-Store.
