ZTE MF821 4G USB modem cannot connect to network

Hi there!

I just purchased a ZTE MF821 from a computer illiterate friend, apparently it worked about a year ago but I haven't been able to get it working on my computer.
I live in Cottesloe, Western Australia, well within telstra's 4g and 3g coverage zone. Inside the 4G stick is a Telstra SIM card, when I plug the dongle into my Windows 8.164 bit computer the device installs iteslf and the connection manager comes up saying "searching" and "cannot connect to network"
Same thing happens on a Windows 7 64 bit Pc
Tried going out onto the street, still no luck
I checked that the sim card is active, it is

Unfortunately I don't have any handsets to test the sim card in. 
What can you suggest?

A figured out that it was the SIM card because apparently telstra sim cards deactivate if they are not topped up in 6 months. There u have it folks
