you can put it onto a prepaid service on long-life and just make sure you recharge at least once every 5 months to make sure it stays active. This would be the cheapest option. You can either do $20 twice a year or if you prefer to not have to think about it as much, $70 once per year. On the yearly one, if you don't care about the credit expiring you could also do a balance based auto recharge and it will automatically recharge the $70 every 12 months... actually that on the $30/6m might even work out better at only $60 per year...
you can have it on a small BYO plan but the cheapest is $20/m, so while this means the convenience of them sending you a bill each month so you don't forget, that will come with a price tag.
