Hi  I've been told by Telstra Chat line that they will no longer set up Call Forward to Overseas numbers due to fraudulent activities.  Is this really the case?  I'm currently travelling and really want my calls forwarded. Thanks

On a Telstra plan. Data Roaming turned off.  What would it likely cost to send a (short)message through an App such as WhatsApp or Viber when WI Fi not available.  Assume it would use Telstra mobile network data.
