Modification to lead in cable, and new service

Hi

I am on a rural block. We are in the process of planning to build a new home (planning stages). There is an existing phone service to the site to a shed. The problem is the line runs under the new house site and will need to be moved. I can't seem to find who to contact to find out what to do. Is there a someone to contact to discuss what to do.
