I recently purchased an iPhone 11 and moved from Optus to Telstra, hoping the service would be better, but very disappointed...
connectivity to the network shows two bars at the best of times. If I didn’t have wifi access, wouldn’t be able to use. However, if I need to send text messages to non-apple users, messages don’t go through.

First thing to do is a Network Reset then reboot.

Have you done a comparison with another Telstra phone?
Re messages, it sounds like a porting issue, which should be reported Telstra as well as the coverage. It sounds like you aren't accessing all the different Telstra frequencies.
What software version do you have?
PS: Can you please check that you are 4G enabled in your phone settings.
it’s everywhere... no, I haven’t compare to another Telstra phone. iOS is up to date.
