I’m currently in Belgium and I can not call, msg or use data on my pre paid phone with the international pack. Yesterday I was in France and it worked fine. I received a sms from Telstra when I entered Belgium regarding rates but have not been able to use phone other than through wifi.

If you have the 24x7 app, you can see if this is currently active on your service under the 'add on' tab and international roaming can be found at the bottom of the screen.
I've included a walk through just in case.
If everything is active as it should be, then I would recommend looking to see if there are any known outages in the area. And if your area has been mentioned, there will be an estimated time of repair outlined on the page.

The Data Pack (what you are calling International Pack) does not work in Belgium.
As far as Calls & Messages go, the most likely problem is that you have run out of usable credit (normal recharge credit is not usable overseas), you need to recharge in amounts of either $5 or $20 to have usable credit.
