My Smart Modem wont connect to internet. We have checked cords, turned off and on, reset. Line check said no problems but still the light on front is blue. Anyone know how to help please?

Hi, I called Telstra on Wednesday to buy an internet box all was good. 
the agent told me to wait another calling from Telstra for the paiment and to confirm the delivery but no one called me yet. 
is it normal ?  kind regards
