Mine was also activately unwillingly and i was told it could not be turned off "At this stage" Between not recieving my new handset and this crap i'm about fed up. All i can say is if you talk to a consultant and they can't help escalate the call and then contact the TIO. They can't prevent you from turning off international roaming.
If you are unable to get this sorted online then I recommend using Live Chat.
@Pitto not sure how your comment is relevant to the OP in any way but you are able to deactivate international roaming if you wish. On some services it is activated by default.
