New Sim Activation

I have new sim card in old mobile, new mobile in shop because Telstra ran into problems.

I don't have any service on the mobile. I want to smart switch can I only do that when I have both mobile phones with sim card in which phone.

To use smartswitch, you need to have both phones in your possession (unless you did a very recent backup to Samsung's servers).

As far as the no service goes, that won't be fixed by trying to restore a backup to the phone. Either the SIM isn't inserted properly or the phone is faulty.
Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
