Assuming that you have tried using different charges and cables on the one that doesn't fully charge (to eliminate other factors as a problem). Then yes, take it in to your nearest Telstra or Apple Store and it can be sent for assessment & repair.
Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
