Cannot unblock an email sender

I blocked an email sender and now want that sender unblocked. I unblocked through Webmail settings and on my computers where I have Outlook installed. I have added the person to my safe senders list. Nothing works and the mail stills goes to Junk. Thanks for any advice on this.
