delivery temporarily suspended/connection refused

I have several clients sending out bulk emails using our mailservers. In the last week or so we've noticed a large number of bouncebacks for Bigpond addresses.

 

Example responses:

delivery temporarily suspended: lost connection with extmail.bigpond.com

extmail.bigpond.com refused to talk to me: 421 Connection refused due to exceed max concurrent connections. IB007

 

While we've received these occasionally in the past for an email here and there the rate at which it has recently happened has raised concerns. Have there been changes to the amount of connections that can be made?

 

These mailservers are not blacklisted.
