I go to call forward and it says CF On/Off. then CF Unconditional, CF No Answer, CF Busy. Then
Activation off, Activate *21 and Deactivate #21# then I can't work it out.

This will activate the diversion and and the dial-tone should be replaced with a long continuous tone.
#21# will remove the diversion
