Can't make calls

Up until 2 days ago I was with Belong (Telstra) and had been having problems sending and receiving calls. Two days ago I changed to Woolworths (Telstra network) and I still have the same problem. A neighbour just told me he's been having the same problem for a week. He's with Telstra. Because of medical conditions I need to be able to receive and make calls. This is very frustrating. How can I get this resolved?
