Google play purchases on prepaid

Do I need to make purchase on the android device with the SIM card in place?

I have a wifi only Samsung tablet but have 2 Telstra prepaid services on iphones. I was hoping to use the credit from the prepaid iphone to buy apps from Google play to use for the Samsung tablet, but the option to pay from Telstra account is not coming  up as an option for payment.
