Pre-paid phone activation delay

I purchase my father a opel phone, and put in a telstra pre-paid mobile SIM.  I completed the activation for it about 18 hours ago, but the telstra tracker says the activation has not been completed (it says it should take 4 hours).  Is this type of delay normal?  Who can I contact to fix problem?
