verification Codes

Hi I have a Nokia TA-1024. I have had absolutely no issues with until I downloaded the Android 9 update last last year, since then I have not been able to receive any Verification Codes by SMS, however I can receive all other normal SMS just fine. I have tried every setting known possible in my phone, chatted to Telstra via chat, they didn't know what I was on about and advised to contact Nokia, no help there either. Asked all if a factory restart would help, they advise no guarantee. Can someone please help me resolve this issue. Will it pay to contact google? Where does the upgrade come from Telstra? Nokia? or Google?.

I would try the factory reset and see if that helps, outside of this you would need to contact Google help https://tel.st/arup7.
