iPhone 12 mini on plan - locked?

Hi Folks, I saw some older posts on this that suggested iphones aren't locked, but just wanted to check. I'm going to add an iPhone to my plan, that I plan to give to my son, who is not on Telstra.

 

Are iPhones purchased on a plan locked to Telstra?
