iPhone Hotspot

To get Personal Hotspot working I gather I need to have the Mobile Data Network operational.  When I check it, it says that the APN is telstra.wap but there is no Username or Password, and they stay blank even if I "Reset Settings".  

 

Is this something I can fix, or does Telstra have to fix it.  If so, how does one contact them?

You may need to change to the telstra.iph APN as there have been issues with iPhones working with telstra.wap APN.

Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
