Personal Hotspot on iPhone 11

My iPhone 11, recently purchased on a Telstra plan will not connect via personal hotspot to my laptop. Is there something I need to do to activate it with Telstra. I have had three previous iPhones under the Optus network and the hotpsot was discoverable immediately with all of them. With Telstra, the laptop can't identify my phone.
