That would mean that you have entered your SIM Pin in incorrectly too many times.

You can find your PUK either via the My Telstra app on your phone, or via your account in the telstra.com.au website.

Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
