Telstra One Number Fail

New (post paid) mobile customer with 13 digit Telstra ID. Mobile phone and account all working perfectly but just purchased Apple watch series 4 and cannot get One Number to finalise in the setup of the watch. After logging in with the right credentials to authorise it the message, "Sorry, we can't authorise this purchase. Please contact the account holder of this service to resolve this issue" is displayed.

Obviously I am the account holder & multiple calls to tech support have failed to resolve the problem. Watch app uninstalled and reinstalled etc etc - no luck.

Anyone have any suggestions??
