eSIM has been in limbo since the 9th January 2021 while Telstra migrates customers to a new platform.
While I believe that the current plans can all have an eSIM, there are usage limitations on them.
see FAQs on eSIM for iOS, Android & Windows, &dual SIM | Telstra Support for information.

Re: What mobile plan is compatible with esim?
Hi @JakeRisk
Telstra is currently working on getting their MNVO's to be able to use eSIM which is causing a number of issues.
Footnote: I don't work for Telstra, I just try to help out fellow Telstra customers.
