Can’t activate One Number for Apple Watch Series 3

My daughter has an Apple Watch Series 3 GPS + Cellular and I’ve paired it with her iPhone 11. When it came to the part where you set up the Telstra One Number it said her account isn’t eligible. It is saying the same thing on the Telstra app. She has a Telstra mobile plan so I can’t understand why. I’ve been on hold to Telstra for 1.5 hours trying to sort it out but am not hopeful of getting through. Can anyone provide advice?
