i received an email advising that I will soon be on a max excess data cap of $100 but I thought my plan was already set not to go over at my plan level (30gb) but then slow. Are you changing my plan?

They've confused everyone by the email, sending it out for plans that don't need it.
You will not reach the cap as you do not have the 1GB for $10 option on your plan.
