Technical issue with Telstra one subscription

I purchased an Apple 5 watch and a Telstra one subscription as I do a lot of running and I didn’t want to take my phone with me but wanted to feel safe. But it doesn’t work.  I have been into Telstra twice now and they tested it. They turned Bluetooth off and I could make a call ok as I was in their shop with wifi. But as soon as I left the shop I tested to see if my watch would make a call away from my phone and it wouldn’t work. Can you please advise as this has been going on for 4 months. It’s a waste of $5 a  month if it isn’t going to work. Just wondering if others have the same problem
