cant put new phone on my plan

Hi, went into telstra store on monday as i thought my phone had died. Was told i would have to get a new phone but that it couldnt go on my plan as there was a 3 month credit lock on my account. i have no idea what that is about and the assistant didnt know either.

I was told all i could do was buy a new phone outright. Which i did, as i had to have a phone for my buisiness. I have had an account with telstra for probably 20 years. Has anyone else had this issue and how did you get it sorted out.
