How can I speak to some one

Why is it so difficult to speak to some one in regards to charges on my bill.  I understand the COVID situation but with restrictions starting to ease I would assume that your call centre would also be looking at some restrictions being lifted in regards to calls from customers.  I have also been to the store and yes waited in the line for an hour more to only be told they can’t help!  How do I get some one to contact me
