internet speeds

so recently speeds keep getting throttled to 20/2 and normal is around 100/5
i heard today DNS was being attacked but i dont use telstra DNS because they always have issues yet ive been noticing my speeds being throttled ( i have tested all dns ) and this would be in breach on the low end connection speed, i pay full price for a full service and cant even talk to a human 99.9% of the time.
isnt the illegal, refusing service and being below the speeds in contract

Your modem might have switched to 4G backup indicated by front light being blue (Gen 2 modems) or online light being purple (Gen 1) modems. 22/2 are roughly the speed you get on 4G backup. If modem is on 4G backup this is probably due to a fault. Their is a network fault effecting a lot of Telstra customers at the moment.
