Some Telstra plans don't allow that option..  such as the Upfront plans..

 

But some others do, you can change how you receive your bill via the Telstra 'My Account' page..  or you can try here..  https://www.my.telstra.com.au/myaccount/switchToPaper   but it will cost you extra to do this..
