Promised credit never

Since December telstra owes me 900.24 cents in credit for a returned modem that they sold me that was never going to work!  I call they promise it will be on the next account and it’s never there .  Three months in a row . Many hours on the phone. To add insult they now charge me a fee of $15 for late payment!   What ca. I do to resolve this once and for all ! Help!! Never resolved !  Today is the last straw - media ombudsman what will it take
